Wally Frank Pipe of the Month

I'm currently bidding on eBay for this pipe and it's seems as if I will get it for about $13.50 plus shipping. I've never seen any of these pipes and was just wondering if anyone can shed some light on this manufacturer. I can't see any numbers or model discription in the pictures. The add does say the pipe must be around 30 years old.
